'One nation, one election' mechanism may be ready for rollout by 2029: Joint panel chief
Panaji, Jul 10: The joint committee of Parliament examining the bills on simultaneous elections is working to create a mechanism that could make the 'One Nation, One Election' reform fully operational by the 2029 general elections, its chairperson said on Friday. Speaking to reporters on the sidelines of the panel's two-day meeting in Goa, PP Chaudhary claimed that nearly 99 per cent of civil society stakeholders consulted so far have backed the proposal, which aims to curb an estimated Rs 7 lakh crore economic loss caused by frequent polls. The committee began its deliberations in Goa on the Constitution (129th Amendment) Bill, 2024, with an interaction with Chief Minister Pramod Sawant and members of his cabinet, seeking their views on the challenges involved in implementing simultaneous elections and ways to address them. We had an informal interaction with the chief minister and cabinet ministers, who represent the people of Goa. We discussed how 'One Nation, One Election' can be implemented, what challenges exist and how they can be mitigated while maintaining a fine balance acceptable to all, Chaudhary said. He said that the committee has visited several states, including Gujarat, Karnataka, Maharashtra, Himachal Pradesh, Uttarakhand, Punjab, Haryana and Delhi, where it interacted with constitutional experts, civil society organisations, educationists and other stakeholders. An overwhelming majority of those consulted have supported the idea of simultaneous elections, said the BJP MP from Pali in Rajasthan. We have found that almost 99 per cent of stakeholders, particularly from civil society and various organisations, favour simultaneous elections. The effort now is to evolve a mechanism that is acceptable to all political parties, he said. Asked about the timeline for implementation, he said the committee was examining various options, indicating that the reform could become operational by the time the next general elections are due in 2029. He said there is also a possibility of bringing some states into alignment before that if political parties and the chief ministers voluntarily agree to synchronise their electoral cycles. Highlighting the economic rationale behind the proposal, Chaudhary cited findings placed before the high-level committee headed by former President Ram Nath Kovind. He said that an economic study submitted to the Kovind committee estimated that holding elections separately across the country results in an economic loss of nearly Rs 7 lakh crore, while synchronised elections could generate equivalent gains for the national economy. Elections are now not confined to one state. If elections are held anywhere in the country, they have an impact on other states because the economy is interconnected, Chaudhary said. Using Goa as an example, he said that elections in any major state affect tourist arrivals in Goa, while elections in the coastal state itself impact its tourism industry. The economy today is globalised. An adverse impact in one state affects other states as well. Frequent elections have economic consequences beyond state boundaries, he said. The BJP MP also argued that repeated elections disrupt governance and adversely affect education, as teachers are routinely deployed for election-related duties, including preparation of electoral rolls, training and polling work. As a result, teaching in government schools suffers. The worst affected are children from economically weaker sections who depend on government schools. This is a serious concern if the situation continues over the coming decades, he said. Chaudhary described simultaneous elections as a major electoral reform envisioned by Prime Minister Narendra Modi, saying it would help the country achieve its goal of becoming a developed nation by 2047. The details will emerge with time. The objective is to build a broad consensus and evolve a practical mechanism acceptable to all, Choudhari said.

J&K excels in Pupil-Teacher Ratio
Srinagar, Jul 09: Jammu and Kashmir has emerged among the best-performing regions in the country in terms of the Pupil-Teacher Ratio (PTR), with teacher availability remaining well within the targets envisaged under the National Education Policy (NEP) 2020 and the Right to Education (RTE) Act. However, the latest national education data also points to anotherchallenge, i.e. theschools in the Union Territory have relatively low student enrolment, suggesting underutilisation of educational infrastructure. According to the UDISE+ Report 2025-26 - NEP Structure, released by the Ministry of Education, Government of India, on July 07, 2026, Jammu and Kashmir has an overall PTR of 16, significantly better than the NEP-recommended norm of 30:1. Across pedagogical stages, the UT maintains favourable ratios of around 10 at the Foundational level, 8-9 at Preparatory, 16 at Middle and 16 at Secondary, placing it among the better-performing States and Union Territories. The report notes that a lower PTR enables teachers to provide greater individual attention, strengthen classroom interaction and improve learning outcomes. However, the data also shows that Jammu and Kashmir has an average of only 126 students per school, much lower than the national average of 215 students per school. While this is considerably higher than Ladakh (64 students per school), it remains well below densely populated regions such as Chandigarh (1,194 students per school), Delhi (788) and Kerala (384). The report observes that States and UTs with very low student numbers per school including Jammu and Kashmir, Ladakh, Mizoram, Himachal Pradesh, Sikkim and Meghalaya may need to optimise school infrastructure for better resource utilisation. In contrast, Chandigarh and Delhi have managed to maintain both high enrolment per school and PTR levels within RTE norms, indicating efficient use of educational infrastructure. The findings underline that while Jammu and Kashmir has made substantial progress in ensuring adequate teacheravailability;improving enrolment density and optimising school infrastructure remain key challenges for the education sector.

Banihal, July 8: In an inspiring story of determination, endurance and a passion for exploring India's cultural diversity, a solo traveller from Bihar, Parveen Kumar, popularly known as Begana Yatri, is drawing attention as he walks across the country from Kanyakumari to Kashmir, covering thousands of kilometres on foot. Kumar, a resident of Madhepura district in Bihar, reached Ramban along the Jammu-Srinagar National Highway (NH-44) on Wednesday as part of the final leg of his remarkable journey. Carrying the Indian Tricolour, a backpack and a traditional wide-brimmed hat, Kumar is steadily marching towards Srinagar. With less than 150 kilometres left before reaching his destination at Lal Chowk, he says the most challenging yet rewarding phase of his expedition is nearing completion. Speaking to Greater Kashmir , Kumar said he began his journey from Kanyakumari nearly a year ago. While he initially travelled through some regions by taking lifts, he has spent the last six months walking continuously to experience the true spirit of the country. The purpose of my journey is not merely to travel but to understand India's rich cultural heritage. I want to experience local traditions, languages, cuisine, clothing, customs and the unique lifestyles of people living in different geographical regions. Walking allows me to connect with people and places in a way no other mode of travel can, he said. As he passed through the picturesque Chenab Valley, Kumar attracted the attention of commuters, Shri Amarnath Yatra pilgrims and local residents, many of whom stopped to appreciate his extraordinary mission and wish him success. Kumar plans to conclude the walking phase of his cross-country expedition at the historic Lal Chowk in Srinagar. However, his journey will not end there. He intends to continue exploring Leh-Ladakh, Himachal Pradesh, Uttarakhand and Punjab by hitchhiking and taking lifts, with the aim of discovering more of India's diverse culture, landscapes and people.

Recognising this critical gap, the Department has adopted innovative outreach strategies to ensure that the benefits of scholarship and welfare schemes effectively reach the last mile. The transformative impact of the Departments scholarship initiatives is reflected in the journey of Mahesh Appaiya Nandi Kolmat, a fourth-year BBA student at Alvas College (Autonomous), Sundari Ananda Alva Campus, Moodubidire, Dakshina Kannada District, Karnataka. Sharing his experience, he said that the Post-Matric Scholarship has greatly helped him in paying his hostel and college fees, enabling him to continue his studies without financial burden. Another inspiring example of the Departments inclusive educational outreach is the story of Sakshi Thakur, a Class 12 student studying at Government Senior Secondary School, Khalag, Shimla, Himachal Pradesh. Sharing her experience, she said that she received an amount of Rs. 5,000 under the PM-YASASVI Post-Matric Scholarship Scheme, which greatly supported her studies. She expressed her gratitude to the Government of India for the valuable assistance provided through the scholarship. In order to further strengthen the effectiveness, efficiency and outreach of the Post Matric Scholarship, the Department periodically undertakes a comprehensive impact assessment of the schemes in collaboration with NITI Aayog and independent third-party agencies. The assessment aims to evaluate the on-ground implementation of the schemes, identify existing gaps and operational challenges, and understand the experiences of beneficiaries at the grassroots level. The findings of this exercise support policy makers and the officials in enhancing transparency, improving service delivery mechanisms, refining outreach strategies, and ensuring that the benefits of the schemes reach every deserving student efficiently. This evidence-based approach reflects the Departments commitment towards continuous improvement, accountability, and building a more inclusive and responsive welfare ecosystem. The continued efforts of officials at every level, from policy formulation to grassroots implementation, reflect a collective effort to transform scholarships into effective instruments of educational empowerment and social inclusion. Manali-Leh Highway restored after flash flood disruption in Lahaul-Spiti
Lahaul-Spiti , June 30 : Traffic on the Manali-Leh Highway was restored around midnight near Jahalma Nallah in Himachal Pradesh's Lahaul-Spiti district after the Border Roads Organisation (BRO) completed restoration work, police said on Tuesday. The highway had been closed after a flash flood struck the Jispa area, while connectivity to several villages was disrupted after the swelling Jhalma Nallah washed away a portion of the road. Earlier on Monday afternoon, a sudden surge in water flow triggered a flash flood-like situation in Jhalma Nallah, washing away a section of the Manali-Leh Highway and leaving more than 50 tourist vehicles stranded. The incident was caused by a sudden increase in glacier meltwater, even though no rainfall was reported in the area, officials said. Lahaul-Spiti Superintendent of Police Shivani Mehla said that over 50 vehicles of tourists were stranded after the road was damaged by the swollen nallah. She said restoration work on the damaged stretch was underway and was expected to be completed within the next two hours. Once the road was restored, all stranded tourists would be safely evacuated. The Border Roads Organisation (BRO), along with the local administration, has been engaged in emergency restoration work, and officials expressed confidence that connectivity would be re-established at the earliest. The flash flood-like incident occurred on Monday afternoon, disrupting traffic and temporarily cutting off road access in the area. Authorities are closely monitoring the situation, while no casualties or injuries have been reported so far. (ANI)
