J&K slashes power losses, but AT&C levels remain among India's highest
Srinagar, Aug 2:While Jammu and Kashmir has made notable progress in reducing electricity distribution losses under the Centre's reform programme, it remains among the country's weakest-performing power distribution regions. Official figures tabled in Parliament show KPDCL has reduced Aggregate Technical and Commercial (AT&C) losses by more than 26 percentage points since FY23, but its losses are still more than double the national average. J&K has recorded a sharp decline in Aggregate Technical and Commercial (AT&C) losses in its power distribution sector over the past three financial years, with both Kashmir Power Distribution Corporation Limited (KPDCL) and Jammu Power Distribution Corporation Limited (JPDCL) registering substantial improvements under the Centre's Revamped Distribution Sector Scheme (RDSS). The latest figures, tabled in the Lok Sabha by the Ministry of Power, show that KPDCL has brought down its AT&C losses by more than 26 percentage points since FY23, while JPDCL has reduced losses by over 10 percentage points during the same period. The data forms part of the ministry's response to an unstarred question on the reduction of transmission and distribution losses across the country. AT&C losses are considered one of the key indicators of the financial health and operational efficiency of power distribution utilities. They include not only technical losses occurring during the transmission and distribution of electricity but also commercial losses resulting from power theft, unmetered supply, defective meters, inaccurate billing and poor revenue collection. According to the ministry, KPDCL recorded AT&C losses of 59.59 percent in FY23, the highest among all major distribution utilities covered under the RDSS during that year. The losses declined to 51.98 percent in FY24 before falling sharply to 33.54 percent in FY25, marking a reduction of over 26 percentage points in just two years. For FY26, the utility has been assigned a target of 34 percent, indicating that it has already marginally outperformed its prescribed benchmark for FY25. JPDCL has also demonstrated consistent improvement over the three-year period. Its AT&C losses reduced from 37.64 percent in FY23 to 32.47 percent in FY24, before declining further to 27.45 percent in FY25. The ministry has fixed a target of 27 percent for FY26 for the Jammu-based utility. Although the reduction represents a significant operational improvement for both utilities, their loss levels remain substantially above the national average. The ministry informed Parliament that aggregate AT&C losses across India have declined steadily from 21.91 percent in FY21 to 15.04 percent in FY25, reflecting sustained improvements in the country's power distribution sector. By comparison, KPDCL's FY25 loss level of 33.54 percent is more than twice the national average, while JPDCL's 27.45 percent also remains significantly higher than the country's overall performance. The data further indicates that several states have achieved single-digit AT&C losses through sustained investments in infrastructure, smart metering and stronger billing and collection mechanisms. Distribution companies in Gujarat, Kerala, Rajasthan and Andhra Pradesh have reported losses ranging between about 4 per cent and 13 percent, highlighting the considerable gap that still separates J&K from the country's best-performing utilities. The ministry attributed the overall improvement in the country's distribution sector to the implementation of the Revamped Distribution Sector Scheme (RDSS), launched in July 2021 to improve the quality and reliability of electricity supply while making distribution utilities financially sustainable and operationally efficient. The scheme has a total outlay of Rs 3.03 lakh crore, including Rs 97,631 crore in gross budgetary support from the central government. Under the programme, projects worth Rs 1.53 lakh crore have been sanctioned for loss-reduction infrastructure, while another Rs 1.31 lakh crore has been approved for smart metering works across the country. Importantly, the ministry said the release of central financial assistance under RDSS is linked to the operational and financial performance of distribution utilities, including their success in reducing AT&C losses. This performance-based funding mechanism is intended to encourage utilities to modernise infrastructure, improve metering, strengthen billing systems and enhance revenue collection. The ministry also highlighted that the reforms undertaken by the Centre and the states have yielded tangible financial results. It said the decline in transmission and distribution losses has enabled power distribution utilities across the country, on an aggregate basis, to register a profit after tax of Rs 2701 crore in FY25, marking the first time since the Electricity Act, 2003, came into force that the sector has collectively reported a net profit. While J&K's distribution utilities have made measurable progress in reducing losses over the past three years, the figures indicate that substantial challenges remain. Experts have long attributed J&K's high AT&C losses to a combination of ageing distribution infrastructure, difficult terrain, power pilferage, inadequate metering, high levels of unbilled consumption, and weak revenue recovery.
