ImphalTamenglong road work likely to be probed
As the development work of the 103 Kms long Imphal Kangchup Tamenglong road has fallen far short of the total amount invested, the same work is likely to probed by an enquiry committee constituted by the State Government, and then by the Central Bureau of Investigation CBI The project was executed at the cost of Rs 1562 crore approximately, with the lion's share coming from Asian Development Bank ADB Field inspection by officials found that the reports or documents submitted regarding the project were found quite incompatible when compared to the ground reality, sources said For ADB, the time period for executing the Imphal Kangchup Tamenglong road project has expired As such, ADB would not sanction any more funds for the project Although the time for executing the project has expired, the road development has not been completed yet, said the sources Out of the road's total length of 103 Kms, only around 20 Kms have been black topped Moreover, many bridges which are parts of the same road have been left incomplete In addition, a work order amounting to Rs 400 crore approximately was issued under the same project without approval of the competent authority, said the sources Although the ADB repeatedly asked for a completion report, the Project Director EAP did not send the report, according to the sources Following these lapses and discrepancies, the ADB has lost interest in the Imphal Ring Road Project Because of its bitter experience with the Imphal Kangchup Tamenglong Road IKTR Project, ADB is no longer interested to invest in the Imphal Ring Road Project, though ADB has not openly said it would not sanction funds for the Project However it has not been releasing necessary funds for the project even though it has been quite some time since the project was initiated, said the sources It was amidst this imbroglio that the people of Tamenglong appealed to the Chief Minister through the local MLA to complete the IKTR Project Following the appeal, the State Government initiated steps to construct the road After perusing the documents of the IKTR Project, it was learnt that there is balance work of around Rs 300 crore To complete the balance work, the State Government floated a tender after which work order was awarded to a company called AMR After getting the work order, AMR officials went to the work site and conducted a survey They found that completing the unfinished work will need an amount much larger than Rs 300 crore, said the sources In order to complete the project, the State Government needs to invest an amount of around Rs 400 crore Initially, the estimated cost of IKTR Project was Rs 1380 crore but following passage of time and cost escalation, the estimated cost was revised to Rs 1766 crore Out of the total revised estimated cost of Rs 1766 crore, the ADB had released Rs 1447 48 crore The State Government's share of 10 per cent Rs 115 20 crore had also been released As such, Rs 1551 68 crore had been invested in the IKTR Project But the condition of the road does not correspond at all to the total amount invested, further said the sources As per a directive from the Government, the department has constituted an enquiry committee and the same has been submitted to Government for approval After investigation by the enquiry committee, the same matter may be handed over to the CBI, if necessary, said the sources According to the sources, the Government is determined to take strong actions if any engineers are found involved in the discrepancy which has severely maligned the image of both the State Government and the PWD With big expectations, the then Chief Minister Okram Ibobi officially opened Imphal Kangchup Tamenglong road on March 7, 2016 and the road construction started the following day It was reported that the Imphal Kangchup Tameng long Road will shorten the distance between Imphal and Guwahati by 90 Kms

Additional Session Judge Fast Track Court has sentenced a 36 year old convicted for sexually assaulting a minor girl to undergo 10 years rigorous imprisonment Additional Session Judge Ashem Tarunakumari passed the sentence of the October 2012 case today The convict Ningthoujam Bijen hails from Moirang Ngangkha Lawai and was staying at Konjeng Leikai Lanpoklakpam He was convicted by the same Court on July 1 under Section 376 IPC rape which fixed today for the sentence hearing Lodged in Manipur Central Jail Sajiwa, Bijen appeared before the Court virtually Notably, the chargesheet in the case was filed by then OC Singjamei now SDPO Imphal N Ingocha in August 2015 During the sentence hearing, Special PP asked the Court to award maximum punishment to the convict The defence counsel on the other hand submitted that the incident happened when the convict was at his young age The convict belongs to the weaker section, earning meagre income and maintaining his family, said the counsel, praying for minimum punishment The Court after hearing the submissions, sentenced the convict to undergo 10 years of rigorous imprisonment and imposed a fine of Rs 20,000 The Court also recommended a compensation of Rs 4 lakh to the victim
TDC takes case to Home Minister
Members of the Transporters' and Drivers' Council TDC today met Home Minister Govindas Konthoujam and urged him to make arrangement for bulk movement of trucks stranded along Jiribam Silchar road to Imphal There are about 1300 goods laden trucks and petroleum trucks stuck at Jiirbam and Assam The meeting this afternoon came amid hundreds of loaded trucks and tankers carrying fuel and goods being left stranded in Jiribam and neighbouring Assam due to unfavourable road condition and availability of limited security convoy The representatives of TDC led by its president Hijam Ranjit met the Home Minister at the latter's official residence at Babupara During the meeting, the TDC urged the Home Minister to direct the NHIDCL to complete the road reconstruction work swiftly and arrange for bulk movement of vehicles, said TDC president H Ranjit, speaking to this paper On the request for bulk movement of vehicles, the Home Minister heard the TDC representatives and gave assurance to consult the DGP and related authorities, Ranjit said Around 500 vehicles are currently stuck at Jiribam and more vehicles are stranded all along the NH 37 in Assam, Ranjit said Only speedy completion of the road repairing work and bulk movement of vehicles will reduce the number of stranded vehicles, he said, anticipating the Home Minister to take positive steps on the TDC's request Even as the NHIDCL has started repairing damaged sections of the NH 37, the condition of the Barak Sibilong stretch, sections of the road at Kaiphundai, Nungdolan and Irang bridge area remain dilapidated and difficult for commuters Some drivers said they have been stuck along the Jiribam Silchar stretch for over 9 days Fishes, vegetables and other perishable items are spoiling, incurring huge losses, they said, urging the Government to arrange for bulk movement of vehicles to Imphal Even as hundreds of vehicles remain stuck, two convoys escorting 300 vehicles, including fuel tankers reached Imphal today

The curious case of February month having more than 28 days, except during a leap year, has surfaced once again in a healthcare institute where the attendance sheet has been found signed upto February 31 February has 28 days, except during a leap year when it has 29 Some doctors and nurses signing the attendance sheet upto February 31 was found at the Wangoi Community Health Centre CHC today during an inspection conducted by the People's United Youth Alliance PUYA Earlier, staff at Awang Sekmai CHC were also found signing the attendance sheet upto February 30 31 Briefing media persons on the inspection today, PUYA spokesperson Oinam Nikarson said the signing of the attendance sheet upto February 31 has highlighted a serious case of proxy attendance which must be investigated The discovery has exposed gross negligence and dereliction of duties by the staff of the centre including the doctors and nurses, he said This case has clearly revealed that some of the doctors, nurses and other staff of the centre care only about their salary and not their duties The department and authorities concerned must take immediate action and check such unprofessional conducts to improve the healthcare sector, Nikarson said He also stressed that the Wangoi CHC also has no adequate manpower The CHC has four Medical Officers, nine Nurses which are below the required numbers, he added While the community health centre has ECG, X ray and ultrasound ma chines, these facilities are provided only on select days inconveniencing those seeking affordable diagnostics, Nikarson said The Health Directorate must look into the case of 'proxy attendance' and also address the shortage of manpower, infrastructure and streamline the functioning of the CHC, he added Today, the members of the People's United Youth Alliance PUYA also inspected several other healthcare centres including the Samurou PHC, Mayang Imphal PHC in Imphal West and Kakching district's Hiyanglam PHC At the Samurou Primary Health Centre, PUYA members found only one doctor out of 7 in attendance The members found no official schedule or roster for 3 Staff Nurses and 4 ANMs The PUYA members also found an ambulance of the PHC lying idle due to faulty battery and without any driver appointed Due to shortage of staff, a Nurse was found issuing OPD tickets to patients At the Hiyanglam PHC, the PUYA members found no adequate doctors and staff The inspection team also found one proxy staff and no proper register for attendance Nikarson said PUYA's inspection since the last few days has exposed worrying trends of doctors and nurses ignoring their duties, cases of proxy attendance and hiring of proxy staff Such unprofessional practices and trends, if not stopped and checked at the earliest, may kill the public healthcare sector, Nikarson said PUYA will continue the inspection, and expose the actual conditions of public health institutions The Government and the Directorate of Health must take immediate corrective measures, he said Further, Nikarson said PUYA has come across cases where health centres are being supplied medicines which are nearing the expiry dates The firms concerned must stop supply of such medicines immediately in the interest of the public, he added Fun fact Why February has only 28 days Because Romans believed even numbers to be unlucky, each month had an odd number of days, which alternated between 29 and 31 But, in order to reach 355 days, one month had to be an even number And, February was chosen to be the unlucky month with 28 days Later, the Julian calendar added a little more than 10 days to each year, making each month either 30 or 31 days long, except for February To account for the entire 365 25 day long year, one day was added to February every four years, now known as a leap year During most years, this leaves February with just 28 days
