J&K becomes 10th fully literate State/UT
Srinagar, Aug 04: Jammu and Kashmir has joined the league of fully literate States and Union Territories under the Government of India's ULLAS (Understanding Lifelong Learning for All in Society) scheme, achieving a 99.09 percent success rate and becoming the largest population region to attain this milestone. Lieutenant Governor Manoj Sinha extended his heartiest congratulations to teachers, administrators, and every stakeholder for the historic achievement. In a post on X, the Lieutenant Governor wrote: UT of Jammu Kashmir proudly joins the league of Fully Literate States/UTs under the ULLAS scheme of Government of India. With 99.09% success, it stands tall as the largest population region to achieve this milestone. Congratulations to our teachers, administrators and every stakeholder who made this possible. Let us always remember that education is the truest force of empowerment and our collective responsibility is to keep advancing this mission. Out of 1,80,317 non-literates identified, 1,78,680 have passed (99.09 percent) under the ULLAS scheme. The criterion for declaring a State or UT fully literate is achieving a literacy rate of 95 percent or above, acknowledging that 100 percent literacy is unfeasible due to factors such as advanced age and intellectual abilities. So far, nine States and UTs had declared themselves as fully literate under ULLAS: Ladakh, Mizoram, Goa, Tripura, Himachal Pradesh, Chandigarh, Andaman and Nicobar Islands, Sikkim, and Uttarakhand. Jammu and Kashmir is the 10th State/UT to achieve this status and has the largest population among those declared fully literate so far. States and UTs have prepared their strategies and plans and adopted best practices to achieve full literacy in accordance with the above criteria.
