US Senators unveil bill for 100 per cent tariffs on India, four others for buying Russian oil

Washington, Jul 15: A bipartisan group of US Senators unveiled a bill that seeks to impose 100 per cent tariffs on five countries, including India and China, for purchasing oil from Russia. The bill, brokered by late Republican Senator Lindsey Graham, exempts 15 European nations that buy gas from Russia from the tariffs, arguing that the purchases amount to a fraction of their total requirement and the countries in question were taking steps to reduce dependence on Moscow. Apart from India and China, other countries that will be hit by the tariffs are Slovakia, Hungary and Azerbaijan. It's been referred to as a tariffs bill, but actually it imposes full blocking sanctions on wide swaths of the Russian economy, including its energy industry, financial industry, defence industrial base, oligarchs, business people, and Vladimir Putin himself, Richard Blumenthal, a Democratic Senator from Connecticut, told reporters here Tuesday evening. It imposes tariffs that are targeted: narrowly limited to the five major purchasers up to 100 per cent with waiver authority that is narrowly tailored and constricted. And those five major purchasers, right now, of oil are China, India, Slovakia, Hungary, Azerbaijan, Blumenthal said. If the bill passes, it would be the first time that the Congress has explicitly authorised the use of tariffs as a geopolitical weapon with the goal of punishing countries financing another nation's war effort. An earlier version of the bill sought to impose 500 per cent tariffs on purchasers of oil and gas from Russia. Blumenthal said our European allies are not targeted here. It is very important to understand that we have so narrowly crafted and tailored and targeted this bill to aim at the major purchaser of Russian oil and gas. At the press conference on Capitol Hill, Republican and Democratic senators stood shoulder-to-shoulder to present the bill as a tribute to Graham, the South Carolina senator, who passed away in the wee hours of Sunday. Senator Katie Britt, a Republican from Alabama, said Graham had worked irelessly, relentlessly to bring the measure together and believed it would become the most consequential legislation of his career. Senator Roger Wicker, a Republican from Mississippi, described the bill as Graham's greatest achievement in the cause of preserving peace in Europe. Senator Jeanne Shaheen, a Democrat from New Hampshire and the ranking member of the Foreign Relations Committee, urged Congress to seize the narrow window to pass the legislation. Last month, the US proposed to impose 12.5 per cent tariffs on 54 countries, including India, for allegedly failing to prohibit the import of goods produced with forced labour.

A child whose fingers have been caught in a machine or bicycle chain. A carpenter with a severed hand. An electrical worker is suffering devastating high-voltage electrical burns. A patient whose face has been shattered in a road traffic accident. Such emergencies are an everyday reality in reconstructive surgery. Road traffic accidents remain among the leading causes of severe injuries requiring plastic surgical care. Increasing industrialization has added another group of patients injured by wood cutters, planers, grass cutters, industrial rollers, mixers, agricultural machinery and power tools. These accidents can cause crushed limbs, extensive soft tissue loss, multiple fractures, injuries to tendons, nerves and blood vessels, or complete loss of fingers, hands, feet or even entire limbs. Not long ago, many of these patients would have had little option other than amputation. Today, advances in reconstructive microvascular surgery allow many of these injured limbs to be salvaged. Tissue can be transferred from one part of the body to another, while tiny blood vessels are meticulously joined under an operating microscope to restore circulation and preserve the affected limb. These operations frequently continue well into the night. Their greatest reward, however, is not measured in hours spent in the operating theatre, but in seeing a patient return to work, regain independence and resume a productive life. Rebuilding the Face: The face is central to our identity. Injuries or cancers affecting it therefore carry physical, emotional and social consequences. Modern fixation techniques allow fractures of the jaw, cheekbones, nose and eye sockets following trauma to be repaired with the aim of restoring both appearance and function. Equally demanding is the care of patients undergoing surgery for cancers of the face and oral cavity. Tumours involving the tongue, jaw, cheek, nose, eyelids and upper jaw often require extensive removal, leaving defects that must be reconstructed immediately. This is achieved by transferring bone or soft tissue from another part of the patients body together with its blood supply. The fibula from the leg is commonly used to recreate the jaw, while tissue from the forearm or thigh may be used to restore the tongue, cheek or lining of the mouth. Under the operating microscope, tiny arteries and veins are connected to blood vessels in the neck, allowing the transferred tissue to survive as a living part of the reconstructed face and oral cavity. The goal is not simply to remove the disease, but to restore the form and function it threatens to take away, allowing patients to return to everyday life with confidence. Reconnecting Nerves, Restoring Lives: An injury to the brachial plexus, the intricate network of nerves supplying the upper limb, can leave an otherwise healthy young individual unable to lift the shoulder, bend the elbow or move the hand. The management of both birth-related and traumatic brachial plexus injuries has evolved remarkably over the years through nerve reconstruction, nerve transfers, nerve grafting and free functional muscle transfers, allowing many patients to regain meaningful function that was once considered permanently lost. Peripheral nerve surgery forms another important part of plastic surgical practice. From traumatic nerve injuries and nerve tumours to common compression disorders such as carpal tunnel syndrome and cubital tunnel syndrome, these procedures often determine whether a patient lives with permanent disability or regains useful function. New Beginning for Children: For many children, plastic surgery begins early in life. Babies born with cleft lip and palate, malformed or absent ears, fused fingers, congenital hand anomalies, vascular malformations and other birth defects are offered treatments that can profoundly influence their future. These operations do far more than correct an anatomical problem or improve appearance. They help children feed normally, develop clear speech, use their hands effectively and participate in school and society with confidence. Perhaps no reward is greater than seeing a child return with a confident smile that surgery helped make possible. The Long Road After Burns: The treatment of burn injuries does not end when the wounds heal. For many survivors, recovery truly begins afterwards. Scarring can severely restrict movement of the neck, hands and limbs. Facial scars may interfere with vision, eating or speech. Scalp burns may leave permanent areas without hair, while electrical burns often damage muscles, nerves and blood vessels deep beneath the skin, sometimes threatening the survival of an entire limb. Through release of contractures, skin grafting, flap surgery and carefully planned staged procedures, plastic surgery helps patients recover movement, improve appearance and return to everyday life. Rehabilitation may take months or even years, but each operation brings renewed possibility. Beyond Beauty: Plastic surgeons perform aesthetic procedures, including body contouring, breast reconstruction, liposuction, abdominoplasty, fat grafting and facial rejuvenation. These operations play an important role in improving appearance and self-esteem for appropriately selected patients. Yet aesthetic surgery represents only one part of a specialty whose greatest contribution lies in reconstruction. Every salvaged limb, every oral cancer survivor able to eat and speak again after reconstruction, every child born with a cleft who faces the world with confidence, every burn survivor regaining movement, and every individual who returns to work and daily life after major reconstructive surgery reflects the true scope of plastic surgery. Over the past several decades, advances in reconstructive surgery have transformed what was once considered impossible into routine clinical practice. Plastic surgery, best known for beauty, spends most of its time restoring what injury, disease and misfortune have taken away. Beauty, when it returns, is often a welcome consequence. In the end, the greatest success of reconstruction lies not only in restoring appearance, but in enabling people to regain function, confidence and the opportunity to move forward with their lives. Mothers education key to child nutrition in J&K

Srinagar, Jul 14: A mother's education can make the difference between a healthy childhood and a lifetime of disadvantages, according to a new study that has found children born to illiterate mothers in Jammu and Kashmir are significantly more vulnerable to malnutrition and stunted growth. The study, published in the prestigious journal Scientific Reports, highlights educational inequality among mothers as one of the major drivers of child malnutrition in the Union Territory and calls for urgent policy interventions aimed at improving female literacy and educational attainment. Conducted by researchers Insha Tariq, Javaid Iqbal Khan and Manzoor Ahmad Malik, the study analysed data from the fifth round of the National Family Health Survey (NFHS-5) involving 5,731 children under the age of five across Jammu and Kashmir. The findings reveal that despite considerable improvements in healthcare indicators in recent decades, nutritional outcomes among children have remained a serious concern. According to the study, nearly 29 per cent of children born to mothers without formal education were stunted, compared to 25 per cent of children whose mothers had received schooling. Stunting, measured by low height-for-age, is considered one of the most important indicators of chronic malnutrition and reflects prolonged nutritional deprivation during the early years of life. Researchers found that children of educated mothers had significantly lower odds of suffering from stunted growth, with maternal literacy emerging as a strong protective factor against malnutrition. The study reported that children of literate mothers were around 11 per cent less likely to experience stunting compared to children of illiterate mothers. According to the authors, education empowers women with knowledge and awareness regarding nutrition, breastfeeding practices, hygiene, immunisation schedules, sanitation and healthcare utilisation, all of which contribute directly to improved child health outcomes. The researchers noted that educated mothers are also more likely to seek timely medical care, adopt better feeding practices and access government welfare schemes aimed at improving maternal and child health. The study paints a broader picture of child nutrition in Jammu and Kashmir, where malnutrition continues to affect a significant proportion of children despite improvements in income levels and healthcare access. NFHS-5 data showed that 27 per cent of children under five in Jammu and Kashmir are stunted, while 19 per cent suffer from wasting, 21 per cent are underweight, and 5.2 per cent are overweight or obese. The burden of malnutrition was found to be particularly severe among children living in economically weaker households and rural areas. Among children of illiterate mothers, stunting affected 31 per cent of rural children and 29 per cent of urban children. In comparison, the prevalence stood at 29 per cent among rural children of educated mothers and 24 per cent among their urban counterparts. Apart from maternal education, the study identified several other factors associated with child malnutrition. Children born with below-average birth size were found to face significantly higher risks of stunting compared to children with normal birth weight. Similarly, higher birth order and household poverty were also linked with increased nutritional vulnerability. Gender differences were also observed, with boys found to be more susceptible to stunting than girls in the study population. Regional disparities emerged as another important finding, with children in the Kashmir division showing higher odds of stunting than children living in the Jammu region. To better understand the role of education, researchers used the Oaxaca decomposition technique, a statistical method that measures how much of the nutritional gap can be explained by differences in social and economic characteristics. The analysis showed that educational differences among mothers accounted for a statistically significant share of the disparity in child nutrition outcomes. Nearly 26.5 per cent of the gap in stunting between children of educated and uneducated mothers could be explained by differences in demographic and socio-economic characteristics, while the remaining gap was linked to broader structural disadvantages associated with lower educational attainment. The researchers argued that investments in girls' education could produce long-term public health benefits that extend well beyond literacy rates. Education does not merely improve knowledge; it influences health-seeking behaviour, family decision-making, household income and nutritional choices, the study observed. The findings assume added significance as India works towards achieving the Sustainable Development Goals, including the target of ending all forms of malnutrition by 2030. The authors stressed that reducing educational inequalities among women should become a central component of strategies aimed at tackling child malnutrition in Jammu and Kashmir. They recommended strengthening female education programmes, improving access to schooling for girls, expanding nutrition awareness campaigns and integrating educational interventions with existing maternal and child healthcare initiatives. The study concluded that while hospitals and nutrition programmes remain important, one of the most effective long-term solutions to child malnutrition may begin much earlier in classrooms educating the mothers of tomorrow.

Every year, after the declaration of the Class 12 examination results, thousands of students across Kashmir begin one of the most important journeys of their academic livesthe selection of a college and an undergraduate course. The consequences of a wrong decision may remain with a student for years. One of the biggest mistakes observed during the admission season is that students and even parents give greater importance to the name of the college rather than the course being offered. The first question often asked is, Which college is better? instead of Which course is best suited to my interests, abilities, and future career? This approach is fundamentally flawed. Students must understand that irrespective of whether they study in a college located in Srinagar, Anantnag, Baramulla, Kupwara, Pulwama, or any other affiliated institution, the degree is ultimately awarded by the University of Kashmir. The academic value of the degree remains the same. What makes the real difference is whether a student has chosen a course that aligns with his or her aptitude, interests, and long-term career goals. A student pursuing a preferred subject in a nearby college is likely to excel far more than another studying an unwanted subject merely to gain admission into a reputed or popular college. This unhealthy preference for a handful of colleges has also created another challenge. Every year, a few colleges witness overwhelming admissions, resulting in overcrowded classrooms and increased pressure on infrastructure and faculty. At the same time, several neighbouring colleges located only a few kilometres away, despite offering quality education and a wide range of courses, remain underutilized. Such an imbalance not only affects the quality of education but also places unnecessary stress on students who travel long distances every day when equally good opportunities are available closer to their homes. Before selecting a course, students should carefully evaluate several important factors. They should identify their areas of interest, understand their strengths, explore future career opportunities associated with different subjects, and seek guidance from teachers, career counsellors, and experienced professionals instead of relying solely on friends or social media trends. Choosing a course simply because it is popular or because friends are opting for it can prove to be a costly mistake. Another aspect that deserves equal attention is the availability of sports and recreational facilities in the college. College education is not confined to classrooms alone. Physical activity plays a vital role in maintaining health, reducing stress, improving concentration, and developing leadership, teamwork, and discipline. Students should therefore consider whether a college has adequate sports infrastructure, playgrounds, gymnasium facilities, trained physical education staff, and opportunities to participate in sports and cultural activities. Academic excellence and physical well-being must go hand in hand to ensure holistic development. While students step into a new phase of independence, the responsibility of parents does not end with securing admission. In fact, parental guidance becomes even more important during the college years. Parents should remain actively involved in their children's academic and personal lives. They should know the college timings, ensure that their children attend classes regularly, and remain aware of when they leave home and when they return. Regular communication with teachers and periodic monitoring of attendance can help identify academic or behavioural concerns at an early stage. Equally important is awareness of the company students keep. The transition from school to college exposes young adults to new social environments where peer influence can be both positive and negative. Parents should encourage healthy friendships and remain vigilant against habits such as smoking, substance abuse, and other activities that may adversely affect a student's future. Guidance, trust, and open communication are far more effective than excessive restrictions. College life also demands maturity in behaviour, appearance, and conduct. Students should remember that educational institutions are centres of learning and character building. Maintaining appropriate dress, respecting teachers and fellow students, following institutional rules, and upholding ethical and moral values reflect one's personality and contribute to a healthy academic environment. Discipline, punctuality, honesty, and mutual respect are qualities that will benefit students not only during college but throughout their professional lives. The admission season should therefore be viewed not merely as a race to secure a seat in a particular college but as an opportunity to make informed decisions that shape one's future. Students should choose courses that match their aspirations, consider the academic and extracurricular opportunities available, and remember that success depends far more on dedication and hard work than on the name of the institution. Parents, educational institutions, and society must collectively guide young learners towards thoughtful choices that promote academic success, personal growth, and responsible citizenship. Lightning strike kills over 50 livestock in Poonch

Jammu, Jul 14: More than 50 domestic animals were killed after a lightning strike hit the upper reaches of Surankote in Jammu and Kashmir's Poonch district early Tuesday, officials said. The lightning struck a herd of livestock owned by Shokat Hussain at Ranjati Dhok, resulting in the death of 50 sheep and goats, one buffalo, and one cow, the officials said. Hussain, a resident of Dhandi Dhara, escaped unhurt in the incident, they said. In another incident, the officials said an ox belonging to Lal Hussain, a resident of Degwar-Maldyana, was electrocuted after coming into contact with a live wire along the border fence in Haveli tehsil on Tuesday morning.

Sri Lanka Opens International Tender for 250 MW/1000 MWh Battery Storage System, Advancing Renewable Grid and Investment Goals

The National System Operator (Pvt) Ltd (NSO), operating under Sri Lankas Ministry of Energy, has launched an International Competitive Bidding (ICB) process for the establishment of a 250 MW/1000 MWh Standalone Battery Energy Storage System (BESS), one of the largest grid-connected storage procurements the country has undertaken to date. Under the tender, reference number TR/REP&PM/ICB/2026/001/C, developers will build 10 MW/40 MWh capacity blocks at 25 grid substations across the island, including Ambalangoda, Ampara, Bolawatta, Chunnakam, Hambantota, Kurunegala, Matara, Galle and Monaragala, among others. Projects will be developed on a Build, Own and Operate (BOO) basis, with successful bidders entering into a 15-year Energy Storage Agreement with the NSO. Connection will take place at the 33kV voltage level. Proposals are due by 10.00 hrs on August 14, 2026. The RFP Document is available until August 13, 2026, for a non-refundable fee of LKR 150,000 for local proponents, or USD 500 for overseas proponents. Developers are required to design, finance, construct, commission, operate and maintain their projects, cover the full cost of grid interconnection, and secure all environmental and statutory approvals before proposals are considered by the Cabinet Appointed Negotiation Committee. The tender reflects a broader global shift toward battery storage as core power infrastructure. According to the International Energy Agencys Global Energy Review 2026, the world added 108 gigawatts of new battery storage capacity in 2025, a 40 percent increase over the previous year, with installed capacity now around eleven times higher than in 2021. The IEAs Electricity 2026 report projects that global storage capacity will need to grow roughly sixfold, to about 1,500 gigawatts, by 2030 to support the international goal of tripling renewable generation. Industry observers say the ability to offer investors a stable, storage-backed renewable grid has become an increasingly important factor in attracting foreign direct investment, particularly from export-oriented manufacturers. Data from the RE100 initiative, which tracks major multinational companies committed to sourcing 100 percent renewable electricity, shows manufacturing now accounts for around 28 percent of member companies total electricity demand, the second-highest share of any sector. Companies including Apple, Google, Infosys, Tata Motors and TSMC have built renewable energy procurement into their operations and increasingly expect the same from suppliers and host countries. The BESS tender is aligned with Sri Lankas existing energy and climate policy framework. Under the National Energy Policy (2019), the country has committed to developing indigenous renewable resources, diversifying its generation mix, and reducing dependence on imported fossil fuels to below 50 percent of primary energy supply by 2030. The Cabinet of Ministers has approved a target of generating 70 percent of the countrys electricity from renewable sources by 2030, a commitment reflected in Sri Lankas Nationally Determined Contributions under the Paris Agreement. At the national climate level, the Ministry of Environments Carbon Net Zero 2050 Roadmap and Strategic Plan sets out a sector-by-sector pathway toward carbon neutrality by 2050, spanning energy, transport, industry, waste, agriculture and forestry. Sri Lanka reaffirmed this commitment in its third Nationally Determined Contribution, submitted in September 2025, which sets an economy-wide emissions reduction target for the 20262035 period. Grid-scale battery storage, officials say, is one of the practical pieces of infrastructure needed to make that renewable-heavy, net-zero-aligned grid a reality rather than a long-term aspiration.
