Srinagar, Sep 1: The Anti-Corruption Bureau (ACB) on Tuesday trapped and arrested two police officers for demanding and accepting bribe in Srinagar. In a statement, the ACB said that it received a written complaint alleging that PSI Karanjeet Singh, Investigating officer (IO) of Case FIR No. 65/2026 registered at Police Station Ram Munshi Bagh Srinagar through his accomplice namely Ravi Jee Bhat, Sub-Inspector P/S Ram Munshi Bagh Srinagar, had demanded illegal gratification from the complainant for closing the case as Not Admitted between the parties. It said that on receipt of the complaint, the ACB conducted verification of the allegations, which prima facie established the demand for illegal gratification. Accordingly, Case FIR No. 12/2026 under Section 7, Section 7A of the Prevention of Corruption Act, 1988 & Section 61(2)BNS was registered at Police Station ACB Srinagar and investigation was taken up. During the course of investigation a trap team was constituted. The team caught the accused public servant namely Ravi Jee Bhat, Sub Inspector Police Station Ram Munshi Bagh Srinagar red-handed while demanding and accepting the bribe of Rs.15000 on behalf of IO of the case PSI Karanjeet Singh from the complainant. The bribe amount was recovered from the possession of the accused in the presence of independent witnesses and he was taken into custody in accordance with law, and his Co-conspirator PSI Karanjeet Singh was subsequently arrested by the Bureau. Srinagar, September 01 : MBBS and BDS interns across Jammu and Kashmir on Tuesday continued their protest for the second consecutive day, demanding an increase in their monthly internship stipend from Rs 12, 300 to Rs 30,000 and seeking an early decision on a proposal already recommended by the Health and Medical Education Department. Peaceful demonstrations were held at medical institutions across the GMC's in Jammu and Kashmir, with intern doctors carrying placards and raising slogans demanding the immediate revision of their stipend. Intern doctor Dr Tasaduk of Government Medical College (GMC) Srinagar said the interns want the increased stipend to be implemented immediately. We want the stipend hike without any further delay. Until our demand is resolved, we will not remain quiet. The protest will continue and will not be stopped, Dr Tasaduk said. The agitation comes despite Health Minister Sakina Itoo stating that the interns demand was genuine and that a proposal for enhancing the stipend had already been processed and forwarded to the Finance Department for assessment of its financial implications. Dr Mohammad Momin Khan of the All India Medical Students Association (AIMSA) said Health Minister Sakina Itoos statement yesterday was very cold, as she once again repeated that the stipend hike file is under process. Srinagar, Aug 31: General Secretary of the Jammu and Kashmir Peoples Conference (JKPC) and President of the All Jammu and Kashmir Shia Association on Monday expressed concern over the ongoing issue concerning medical interns in Jammu and Kashmir and urged the government to take immediate steps for a fair and early resolution. In a post on X addressed to Chief Minister Omar Abdullah and Health Minister Sakina Itoo, he said medical interns were not seeking a favour but fairness and recognition for the work they perform. He said young doctors, who represent the future of Jammu and Kashmirs healthcare system, work under demanding conditions and often undertake exhausting duties and shifts extending up to 36 hours. Despite their role in patient care and hospital functioning, he said, their stipend remained considerably lower than that offered in several other parts of the country for comparable responsibilities. The J&K Government must take this issue seriously, engage with the protesting medical interns and work towards an early and fair resolution, he said. Emphasising the importance of the medical profession, he said those who dedicate their lives to healing and serving humanity deserve dignity, recognition and fair support. Referring to Islamic teachings, he highlighted the significance of saving and serving humanity, recalling the Quranic teaching: Whoever saves one life, it is as if he has saved all mankind. He reiterated that Jammu and Kashmir must support and encourage its young doctors, who would form the backbone of the regions healthcare system in the years ahead. He urged the government to positively consider the interns concerns and ensure that the issue was resolved at the earliest.
Rabi season takes off in Kashmir
Srinagar, Aug 31: Director Agriculture Kashmir, Sartaj Ahmad Shah on Monday kick-started the sowing of Rabi season seeds at the Kitchen Garden, Lalmandi Srinagar, marking the commencement of the departments Rabi cultivation activities for the season. Deputy Director, Central Kashmir, Qazi Showkat, Seed Production Officer Showkat Mughal and Deputy Director Planning, Javaid Ahmad Shah accompanied the Director Agriculture Kashmir during the programme. During the programme, the Director participated in the sowing of Rabi crops and took stock of the preparations being undertaken at the Kitchen Garden for the upcoming season. He emphasized the importance of timely sowing, use of quality seed and adoption of recommended agronomic practices to ensure healthy crop growth and better productivity. The Director stressed that Kitchen Gardens play an important role in demonstrating improved cultivation practices and encouraging farmers and the general public to adopt vegetable cultivation for nutritional security as well as additional income generation. He directed the concerned officers and field functionaries to ensure that all necessary arrangements for Rabi cultivation are put in place well in advance and that farmers are adequately sensitized about suitable varieties, sowing schedules and scientific crop management practices. Seed Production Officer Srinagar briefed the Director regarding various initiatives taken by the Department for the effective utilization of the different resources at Seed Multiplication Farms across Kashmir, for optimum production of seed and seedlings. The Director appreciated the efforts of the concerned staff and called for continued focus on demonstration-based extension activities so that the latest agricultural technologies and best practices reach farmers effectively.

Srinagar, Aug 31:- Chief Secretary, Atal Dulloo, on Monday reviewed a comprehensive, multi-faceted roadmap presented by the Department of Tourism for accelerating tourism development and upgrading visitor infrastructure across the Jammu Division, with emphasis on religious circuits, border tourism, adventure destinations and eco-tourism. The meeting, attended by Additional Chief Secretary, Tourism; Additional Chief Secretary, Finance; Additional Chief Secretary, Public Works Department; Divisional Commissioner, Jammu; and other officials. While reviewing the proposed interventions, the Chief Secretary called for expanding the roadmap to cover other high-potential destinations across the Jammu Division, particularly emerging tourism hubs such as Baderwah, Sanasar, Seven Lakes and other suitable destinations. The Chief Secretary also called for optimum utilization of tourism assets already created in Jammu city, including the Tawi Riverfront and Jambu Zoo, besides exploring additional activities and attractions that can draw visitors throughout the year. He emphasized that Jammu should not remain primarily a transit point for pilgrims, but evolve into a vibrant, diverse and all-season tourism destination, offering religious, cultural, recreational, adventure and nature-based experiences to visitors. On this occasion the ACS Finance, Shailendra Kumar, stressed the need to leverage the enormous pilgrim footfall at Shri Mata Vaishno Devi Shrine to expand the tourism economy of the wider Jammu region. He suggested setting an ambitious objective of encouraging at least 20 per cent of pilgrims visiting the Shrine to stay in and around Jammu for additional tourism experiences. He further advised the Tourism Department to package the regions local art, culture, music and cuisine as distinctive attractions and develop experiences in and around the districts surrounding Katra to encourage longer visitor stays. Earlier the ACS, Tourism Department, Dr Ashish Chandra Verma highlighted the status and proposed interventions under a comprehensive development plan encompassing major religious, adventure, border and eco-tourism destinations across the Jammu region. With respect to Purmandal-Utterbehni Pilgrim Circuit, he divulged that a Detailed Project Report (DPR) amounting to 45.88 crore has been submitted to the Ministry of Tourism, Government of India, under the PRASHAD Scheme. The proposed interventions include extensive landscaping, bathing ghats along the Devika River, pathway illumination, public conveniences and comprehensive solid waste management systems to strengthen the pilgrim circuit. Regarding the Shivkhori Shrine the ACS revealed that a project costing 5 crore has been approved under the Tourism Work Plan 2026-27 for comprehensive upgradation of the shrine along with major works for other areas too. Giving out the detailed presentation the Director Tourism, Jammu, Dr. Vikas Gupta shared the major components of the proposal including construction of overhead shelter sheds along the track from Ram Mandir to Bhawan at a cost of 340.58 lakh, completion of a cafeteria and pre-fabricated rooms near the helipad, track repairs, additional water points and a dedicated waiting hall. About the Aithem Mega Adventure Hub & Food Village, he highlighted that the project is being developed in two phases over 215 kanals of land. Construction of the Phase-I access road is underway with Phase II proposed to be explored through a Public-Private Partnership model for dwveloping 16 major components, including bungee jumping, sky-cycling, skywalks, ethnic food stalls and cabin accommodation. To strengthen border tourism infrastructure, a project costing 19.52 crore for Suchetgarh Border Outpost has also been given the administrative approval recently. The proposed upgradation will increase seating capacity from 1,400 to 3,000 persons and introduce a VIP lounge, fine-dine restaurant, museum and projector room with tendering to be carried out soon. Moreover the Baradari River Rafting Destination in Reasi is also being prioritised under this renewed strategy. The first Phase of the White Water River Rafting destination has achieved 45 per cent physical progress under the CAPEX budget and is targeted for completion by November 2026. The project will provide computerized ticketing, dedicated facilities for differently-abled visitors, open-terrace cafs and enhanced safety infrastructure. A 18 crore DPR for Phase-II has also been submitted for docking, launching and passenger dispersal facilities. In addition to these the Basohli-Ranjit Sagar Lake is also given more attention for development here. The destination has been selected under the Government of Indias Swadesh Darshan 2.0 scheme, a DPR with a tentative cost of 96.07 crore was submitted on August 10, 2026. Srinagar, Aug 31: With no hike in the monthly stipend for MBBS and BDS interns in medical colleges across Jammu and Kashmir, interns began an indefinite strike on Monday, seeking an increase in their long-pending stipend. Interns at Government Medical Colleges (GMCs) across J&K, including GMC Srinagar, GMC Baramulla and GMC Rajouri, staged peaceful protests, demanding an enhancement in their monthly stipend in view of rising living costs, workload and clinical responsibilities during their compulsory internship. The protesting interns at GMC Srinagar said their stipend has remained unchanged at around Rs 12,300 per month since 2019, despite a significant rise in the cost of living. The interns also held a candlelight march on Monday evening and appealed to the government to approve the long-pending stipend hike. They said the Telangana government recently enhanced the stipend of MBBS interns to Rs 29,792 per month, while postgraduate scholars are receiving Rs 67,032. On July 15 last year, Health and Medical Education Minister Sakina Itoo had said that the stipend would be increased very soon and that the file was under process. On September 9, 2025, the All-India Medical Students Association (AIMSA) submitted a representation to Chief Minister Omar Abdullah, seeking his intervention in the matter. In October 2025, according to representations submitted by the students association, the proposal was approved at the Health and Medical Education level and forwarded to the Finance Department. The issue was also raised in the J&K Legislative Assembly in February 2026. The government acknowledged that a committee constituted in 2023 had recommended an enhancement, while the proposal was awaiting the required financial concurrence. During Mondays protest, interns held placards carrying messages such as, Rs 30,000 is not a luxury; it is a necessity. Meanwhile, Minister for Health and Medical Education Sakina Itoo said the interns demand was genuine and that a proposal to increase their stipend was already under process. She said the government was considering raising the monthly stipend from the existing around Rs 12,000 to Rs 30,000 and that the file had been forwarded to the Finance Department for assessment of its financial implications. Itoo acknowledged the interns concerns, saying rising inflation had created a need to revise the stipend. It is their genuine demand. We dont say that it is wrong. Because these days there is a lot of inflation. There is a need to increase it. We ourselves agree, the minister said. She added that Chief Minister Omar Abdullah was also aware of the issue and that the government was working to address the demand. However, Itoo appealed to the interns to call off their strike, saying their demand was already being considered. There was no need to go on strike. Their file is under process. SRINAGAR, AUGUST 31: Divisional Commissioner Kashmir Anshul Garg on Monday urged fruit growers, traders and other stakeholders to make greater use of railway goods and freight services for transporting apples and other horticulture produce to domestic mandis and international destinations. Garg was chairing a meeting convened to review the utilization of railway freight services for transportation of horticulture produce from Kashmir. The meeting was attended by IGP Traffic Kashmir M. Soleman Choudhary, Deputy Commissioners, Director Horticulture Planning & Marketing Ghulam Jeelani Zargar, officials of Northern Railway, Industries & Commerce and Information Departments, besides representatives of various fruit associations. The Divisional Commissioner directed all Deputy Commissioners and the Director Horticulture Planning & Marketing to consult fruit growers, traders, associations and aggregators and encourage them to utilize railway freight services on a wider scale. He stressed that rail transportation should be increasingly used for long-distance destinations, as it offers a cost-effective and efficient means of transporting large quantities of horticulture produce. He also called for better coordination among growers, traders, fruit associations and railway authorities to ensure smooth movement of consignments. Garg laid special emphasis on maximizing the transportation of horticulture produce from Jablipora Mandi in Anantnag through rail services. He further directed Deputy Commissioners to explore and facilitate movement of a certain percentage of fruit consignments by rail from their respective districts. Discussing the Roll-on/Roll-off (Ro-Ro) service, the Divisional Commissioner asked Northern Railway officials to share an informational video with fruit associations explaining the technical requirements for trucks, including permissible load height and other parameters, to facilitate effective use of the service. On road transportation, Garg and IGP Traffic Kashmir directed fruit associations to undertake extensive sensitization of truck drivers regarding adherence to permissible load limits on the National Highway. They cautioned that overloading violates prescribed norms and poses serious risks to road safety and traffic management, warning that strict action would be taken against vehicles found violating the rules. Representatives of fruit associations put forward suggestions and sought long-term measures to strengthen transportation infrastructure for the horticulture sector, including improved connectivity of fruit mandis with the railway network. Jammu, Aug 31: Jammu and Kashmir Pradesh Congress Committee president Tariq Hameed Karra on Monday urged Chief Minister Omar Abdullah to intervene in the ongoing protest by medical interns and ensure an early and meaningful enhancement in their stipend. Jammu and Kashmir has probably emerged as the lowest-paying region for MBBS and BDS interns among the states and Union Territories listed in a comparative chart circulated by protesting medical interns, with a monthly stipend of just Rs 12,300, prompting them to launch an indefinite strike on Monday demanding its immediate revision to Rs 30,000. In a letter addressed to the chief minister, Karra said the demand of the protesting medical interns was genuine and deserved sympathetic and immediate consideration. Medical interns constitute an essential part of the healthcare delivery system and shoulder significant responsibilities in hospitals while undergoing their compulsory internship, he said. These young doctors routinely work long and demanding hours, including 36-hour shifts, attending to patients and performing their duties with dedication and commitment, Karra said. He pointed out that the stipend being provided to medical interns in Jammu and Kashmir was considerably lower than that offered in several other parts of the country. When interns elsewhere are being provided better financial support for comparable responsibilities and working hours, the demand of our medical interns for a reasonable enhancement in stipend merits serious consideration, he said. Karra urged Omar to direct the authorities concerned to engage with the protesting interns, listen to their grievances and work towards an early and satisfactory resolution of the issue. The Congress leader said positive government intervention at this stage would not only address a legitimate concern of the medical fraternity but also boost the morale of young doctors who contribute significantly to the functioning of hospitals and healthcare institutions. He hoped the government would prioritise the matter and take necessary steps for a meaningful hike in the stipend of medical interns in Jammu and Kashmir, in line with their responsibilities and the prevailing stipends in other parts of the country. The interns said their stipend had remained unchanged for nearly seven years despite repeated representations and protests, while the cost of living and stipends offered to interns in several other states had increased substantially. According to the comparative figures displayed by the interns, Odisha tops the list with a monthly stipend of Rs 44,319, followed by West Bengal at Rs 43,099 and Assam at Rs 35,000. Karnataka pays Rs 30,000, while Kerala offers Rs 27,300 and Delhi and Meghalaya Rs 26,300 each. The stipend in Telangana is listed at Rs 25,900, while Arunachal Pradesh and Uttar Pradesh offer Rs 25,000 each. Tamil Nadu's stipend is shown at around Rs 25,000, followed by Haryana at Rs 24,310 and Andhra Pradesh at around Rs 21,840. Manipur NRC protest turns violent in Kakching, police fire tear gas
A torchlight vigil in Manipur's Kakching district demanding NRC updation prior to the Census exercise in the northeastern state turned violent, with some protesters pelting the police with stones, and the law enforcers retaliating with tear gas shells, leading to injuries to a few agitators, officials said on Monday. Jammu, Aug 31: An ex-serviceman was killed after his throat was slit by a Chinese kite string while he was travelling through the Ring Road here, officials said on Monday. Naib Subedar (Retd) Lakhvinder Singh sustained critical injuries after coming into contact with the killer string while passing through Bishnah area on a two-wheeler late Sunday, the officials said. They said the retired soldier was immediately shifted to a hospital where he succumbed to injuries. Singh was returning to his home in R S Pura after finishing work at an industrial unit in Bari Brahmana, where he was employed as a private security guard, the officials said. The sale and use of the Chinese kite-string or 'Manja' is banned by the authorities and several shopkeepers were arrested in recent past across Jammu for clandestinely dealing with the material. The latest death has sparked concerns over the enforcement of the ban, with residents demanding strict action against those selling and using the prohibited string. The officials said police have registered a case under relevant sections of law and investigation is on to identify the culprits and bring them to book.

J&K medical interns to withdraw services from today
Srinagar, Aug 30:After years of waiting and scores of representations, and despite a government committee recommending an increase, medical interns have been pushed to wall to start a strike from August 31. MBBS and BDS interns across J&K are set to begin an indefinite strike from Monday, August 31, withdrawing their services from all hospitals. They are demanding revision of their monthly stipend from the existing Rs 12,300 to Rs 30,000. The strike is the latest escalation in an unmet demand that has dragged on for nearly seven years. The stipend has remained virtually frozen while they say their workload and living costs have continued to rise. A committee constituted by the government had recommended an increase in the internship stipend to Rs 26,350 per month. However, despite the recommendation, a formal order implementing the hike has not materialised. The file and the issue was shuttled between the concerned departments. The interns have alleged prolonged administrative inaction. The young doctors performing duties in government hospitals continue to receive Rs 12,300 a month. The amount. interns and doctors' associations say is grossly inadequate to meet their most basic expenses like travel for work and food. Interns are routinely posted in emergency departments, wards, operation theatres and other clinical areas. They assist in patient care and work long and night shifts. The resident doctors' associations have also backed the demand and pointing to the role interns play in emergency units, inpatient wards, intensive-care facilities. They are also a crucial part of OPDs. The gap becomes starker when J&K's stipend is compared with several other states and institutions. Recent comparisons cited by doctors put internship stipends at around Rs 30,000 in Karnataka and central institutions and AIIMS, around Rs 28,892 in West Bengal and around Rs 31,500 in Assam. Uttar Pradesh has recently approved an increase to Rs 25,000 for MBBS and BDS interns. Now the interns in J&K have announced that they are left with no option but to stop work. A senior faculty at GMC Srinagar said its always desirable to enhance stipend annually based on incremental rise of 5 to 6 percent. This is similar to DA to permanent employees, and towards equitable norms. In June, the J&K Medical Students Association urged the government to revise the stipend and bring it closer to central government norms. J&K Medical Students Association had also highlighted how interns at Government Medical College Anantnag allegedly faced disciplinary action while raising concerns over stipend. The Resident Doctors' Association at GMC Srinagar and associated hospitals has extended solidarity to the interns. They have called the demand for Rs 30,000 stipend legitimate and urged the authorities to take immediate steps towards a settlement. Many other doctors' bodies have also voiced their support.

The death of Mohd Maqbool Bhat after falling from a walnut tree in Damjan, Qazigund, is a heartbreaking reminder of how fragile life remains for thousands of working families in Kashmir. What begins as an ordinary day of labour can, in an instant, turn into an irreparable tragedy. Behind every such incident lies not just sorrow, but a deeper social reality that rarely finds space in our collective conscience. Bhat, a resident of Damjan and the sole breadwinner for his family, reportedly fell while working to earn a livelihood. That detail matters. It tells us that this was not merely an accident in the abstract, but a death tied to economic compulsion. In many rural parts of the Valley, men climb trees, tend orchards, and undertake physically hazardous work with little protection, no formal training, and no safety net. They do so because survival leaves them no choice. Walnut harvesting and related orchard work are among the more perilous forms of seasonal labour. Slippery trunks, uneven terrain, and the pressure to work quickly often combine to create conditions where even a small lapse can prove fatal. Yet this danger remains largely normalised. We remember the dead with sympathy, but we rarely ask why such work continues to be carried out so unsafely, and why the burden of risk rests almost entirely on poor households. The grief in Damjan is therefore not only personal. It is social. When a man dies and leaves behind a wife and two young children, the loss is measured not just in tears but in insecurity, debt, and uncertainty. A family already described by locals as financially poor now faces a future made harsher by the absence of its sole provider. That is the cruel arithmetic of poverty: one accident can collapse an entire household. This tragedy should also compel a broader conversation about rural labour safety in Kashmir. Orchard workers, daily wage earners, and others engaged in physically demanding work deserve basic protections, awareness, and support. Local authorities, orchard owners, and community institutions must treat such deaths as preventable human costs, not unfortunate but inevitable events. Safety measures, insurance awareness, emergency response readiness, and labour support mechanisms are not luxuries; they are necessities. Damjan is mourning today, and rightly so. But mourning alone is not enough. If the death of Mohd Maqbool Bhat is to mean anything beyond another fleeting headline, it must remind us that livelihood should never demand a life as the price of survival.

AIP seeks end to delay in intern stipend hike
Srinagar, August 30: Awami Ittehad Party (AIP) Chief Spokesperson Inam Un Nabi today extended the partys full support to MBBS and BDS interns across Jammu and Kashmir who have announced a statewide protest demanding implementation of the long-pending enhancement in their monthly stipend. Inam Un Nabi said it was deeply unfortunate that a matter examined by a government-appointed committee in 2023 continues to remain unresolved. The committee had recommended enhancement of the stipend, but the proposal has remained caught in official processing, with the matter still pending before the Finance Department. How long can a government keep a legitimate recommendation pending? If the government itself constituted a committee, examined the issue and received its recommendations, then there must be a clear reason why interns are still waiting years later for implementation, Inam Un Nabi said. Inam Un Nabi said the present stipend of around 12,300 per month, unchanged since 2019, does not adequately reflect the responsibilities shouldered by medical and dental interns who work in hospitals, wards, OPDs and emergency services as part of their compulsory internship. Medical interns are not asking for charity. They are demanding a fair and reasonable stipend for the clinical responsibilities they undertake. Keeping their stipend unchanged for years, despite rising living costs and the recommendations of a government committee, is neither fair nor justified, Inam Un Nabi said. AIP also questioned the prolonged delay in the Finance Department and urged the government to make the status of the proposal public instead of asking interns to wait indefinitely. The government must tell the interns what exactly is pending, what objections remain and why a recommendation made in 2023 has not been implemented. Administrative procedures cannot become an excuse for denying a legitimate entitlement for years, he said. Inam Un Nabi appealed to the government to engage with the protesting interns immediately and resolve the issue through a time-bound decision, while assuring the interns that AIP stands with their legitimate demand. AIP supports the interns peaceful democratic right to raise their voice. We urge the government to treat this as an urgent matter and ensure that the stipend enhancement is decided without any further delay, Inam Un Nabi added.
